I. JOB IDENTIFICATION
Job Title: Equipment Sourcing Project Leader
Department: Saint-Gobain PAM China Sourcing
Report to: Sourcing Manager
II. JOB PURPOSETo develop and promote (as Sourcing Leader) sourcing & purchasing related equipments / machineries from China to supply Pipe factories in other high cost countries.
III. JOB DUTIES AND RESPONSIBILITIES
1.Make preliminary studies & investigation on Sourcing Request from Sourcing Customers of pipe (worldwide).
2.Open Sourcing Project accordingly and takes it in charge as Sourcing Leader (in developing and dealing with it by different steps as below-indicated).
3.Establishment / adaptation / validation of technical specifications & documents of call for bidding in close cooperation with technical teams and central buyers, and in accordance with PAM standards with additional criteria adapted to Chinese market if necessary.
4.Establish sourcing and supplier development in China.
5.Set up Chinese vendor-list.
6.Handle qualification process of suppliers: technical evaluation / qualification / validation of suppliers.
7.Participate to RFQ meetings to explain / clarify technical specifications to suppliers with confidentiality aspect in mind.
8.Technical & commercial negotiation with suppliers.
9.Analysis of "quality / costs" balance.
10.Participate to decision process on final supplier choosing.
11.Manage contractual process with Sourcing Suppliers in interface with Sourcing Customers.
12.Build and maintain project follow-up.
13.Follow-up all steps between RFQ and start-up: planning, engineering, manufacturing, logistics etc.
14.Manage supplier relationship after delivery.
15.Participate to setting up and maintaining supplier evaluation system: technical audit, ranking, skills etc.
16.Make regular statistics and reporting.
17.Other works / tasks defined and instructed by Sourcing Manager and/or Supply Chain Director
IV. WORKING CONDITIONS AND ENVIRONMENT
1.In Xuzhou or Maanshan;
2.he working language will be English and Mandarin, French is a plus;
3.Business trip demestically and overseas is needed;
4.Irregular working time possible.
V. JOB QUALIFICATIONS
1.Bachelor degree or above in Engineering (mechanic-electrical, mechanical, or electrical);
2.Minimum 3 years' working experience in engineering & investment projects within industry or engineering sector, experience in purchasing & sourcing is a plus;
3.Excellent English;
4.Good computer skills;
